Send QAP Comments to HHAV

April 3, 2026 by Housing & Homelessness Alliance of Vermont

We want to hear from you!

Qualified Allocation Plan (QAP).The QAP establishes the policies, priorities and evaluation criteria used to allocate federal Low-Income Housing Tax Credits (LIHTC) and Vermont Affordable Housing Tax Credits. This document shapes how affordable housing is financed in VT and includes policies and criteria for rental units prioritized for people exiting homelessness. Public comment is now open through April 24 and a public hearing is scheduled for Monday April 6 from 9am-Noon. Please learn more about the draft QAP and how to provide comments here. We strongly encourage HHAV members to participate in this process. HHAV plans to submit summary comments on behalf of members. If you have any comments you would like HHAV to include, please follow these instructions and timeline:

  • Send an email to Grace Shyer at: gshyer@hhav.org
  • The subject line should read “QAP Comments”
  • Please include an attachment (Microsoft Word or PDF) of your individual or organization’s comments
  • Send these comments no later than Friday April 17 at 5pm.
