New and Renewal Applications Available for FY26 CoC Program Grant NOFO
Housing and Homelessness Alliance of VT (HHAV) in our role as Collaborative Applicant for the VT Balance of State CoC, is releasing the linked Request for Proposals (RFP) for local competition for the HUD CoC program, along with several documents needed for submitting applications:

Applications for the local competition are due by July 15, 2026, before 5:00 pm.
This RFP is based on priorities and terms outlined in HUD’s FY2026 Notice of Funding Opportunity (NOFO) as well as local community priorities, needs, and opportunities. (You can find the NOFO details here: https://www.hud.gov/hud-partners/coc-program-competition)
Please note: we are issuing this RFP as scheduled even though we do not yet have two pieces of information that we would normally have from HUD at this point in the process:
1. the Annual Renewal Report from HUD, which will confirm the amounts of funding available in each category. The RFP we are sharing now includes estimates for those amounts; we will update/confirm those amounts as soon as we receive the information from HUD.
2. the application questions that will be included in the formal application to HUD for any projects selected through the local competition. We are sharing (attached) a draft set of questions to be used in the local competition, based on what we anticipate will be the sections required by HUD. We will update the local application questions, if needed, as soon as HUD releases their application questions.

FY2026 Continuum of Care Program Grant Funding NOFO Released
The U.S. Department of Housing and Urban Development (HUD) has released the Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program for FFY2026. Our next step is to finalize a Request for Proposal (RFP) for the local competition, based on priorities and terms outlined in the NOFO, as well as local community priorities and opportunities.
We plan to issue the RFP for the local competition by June 16. We will hold two information sessions for those interested in applying and/or learning more about this opportunity. We will be sharing out these dates.

FY2026 Overall Homelessness Funding
- $4.417 billion ($290 million for ESG; $4.010 billion for CoC)
- Tier 1 funding cannot be less than 60% of Annual Renewal Demand
- Requires HUD to publish the FY2026 CoC NOFO by June and make awards by December 2026
We are expecting the 2026 NOFO to drop by June 1st, and plan to run the local Vermont competition on the following timeline (any dates below are subject to change):
- Evaluating renewals June 15-19, notifying renewal project recipients of their acceptance, reduction, or rejection by June 19
- Opening the local NEW project competition June 17 – July 14
- Notifying new project applicants of acceptance, reduction or rejection by August 8
- Submitting final application to HUD by August 26

This was an informal information session for the Continuum of Care Program Grant NOFO (Notice of Funding Opportunity) Grant FY26 cycle. We reviewed how the grant process works, including project types and requirements/standards, local application and local competition, national competition and collaborative application, and more. We discussed what we anticipate for FY26 and outlining our anticipated timeline.
At this time, we can share these concrete timelines:
- NOFO drops June 1
- VT BoS CoC competition for new projects opens mid-June and closes mid-July
- Consolidated application due to HUD by August 26
