The Vermont Coalition to End Homelessness seeks to ensure that people living in Vermont have a safe, stable, affordable home, and — if homelessness does occur — it is brief, rare, and non-recurring and those experiencing homelessness are treated with dignity and respect.

Conversations to have locally for June VCEH Meeting

As discussed at our May 21 meeting action items for Local CoCs to discuss for June 18th Meeting.

Directions & Attachments are below.
1. Review Point-in-Time Data: Point-in-Time Report — Point-in-Time County Data — Point-in-Time AHS district Data
2. Review Coordinated Entry Data
3. Review Shelter+Care & Rapid Rehousing Reports from Vermont State Housing Authority: S+C Report —- Rapid Rehousing Report
4. Develop suggestions for Balance of State Funding priorities.

When looking at this information, and having these conversations, below is information and questions to consider in driving the conversation. 

The VCEH Board is considering funding priorities for the HUD Continuum of Care Program Funds (HUD-CoC).
These funds represent $3,669,079 in FFY18 to the Balance of State.  Each year, VCEH submits a coordinated application to apply for funds through VSHA, as the “collaborative applicant”.
Current funding is:

  1. Permanent Supportive Housing – Shelter + Care $ 2,020,156
  2. Rapid Re-housing $1,132,980
  3. Coordinated Entry Services $355,639
  4. HMIS $59,382
  5. CoC Planning/Support $100,922

Local CoC Questions for Discussion:
Look at the PIT Count for your CoC and the three year trends…

  • Did you notice any large changes in your counties PIT counts? Among sub-populations?
  • How many individuals/households are new to homelessness? What does this mean about households that are returning to homelessness?
  • Are there people in this count who we (our community) lacks the right type of supports?
  • Are there people in this count for whom we lack enough __________ (list type of support here)?
  • How will the program supported by the new youth demonstration project grant support youth homelessness in our community?

Look at the CE Master List for your CoC…

  • What is the highest level of need that you see on the list: L, M, S
  • How many self-identified households are chronically homeless?
  • How many are families with children?
    1. How many of these have DCF/family services involvement? i.e., would be prioritized for FSH/FUP?
  • How many are DV?
  • If there are HH that have been on this list for more than 3 months, what is preventing them from exiting?
    1. Rental assistance?
    2. Housing navigation help?
    3. Housing retention services/sponsor agency?

After looking at the PIT and CE data…
Of the 5 projects above, what do you see as the highest need in your community?  Rank in order of Priority?

Both Shelter + Care and Rapid Re-housing can fund tenant-based rental assistance and supportive services.  Of these two activities, which is a priority?

  • Rental Assistance
  • Supportive Services

Are there any subpopulations identified from the CE and PIT data that are recognized as a particularly high need in your CoC?
