The Vermont Coalition to End Homelessness seeks to ensure that people living in Vermont have a safe, stable, affordable home, and — if homelessness does occur — it is brief, rare, and non-recurring and those experiencing homelessness are treated with dignity and respect.

HUD CoC Funding

Vermont State Housing Authority (VSHA) as the Collaborative Applicant, coordinates the process that selects the local projects that will be moved forward to the federal HUD CoC Program Competition.  VSHA is transparent about the multiple roles it plays within the Balance of State VT-500, by having the CoC Support Specialist (funded by the CoC Planning Grant) to coordinate this process it helps to create a firewall from VSHA’s CoC grant recipient.  It is a two-step process. First, a local application has to be submitted in response to the Request For Proposal (RFP) released by HAWNY. Projects will be reviewed and ranked by an independent Project Selection Committee. Projects that make the selection list will advance to the federal application process, once HUD releases its Notice of Funding Availability (NOFA)

HEARTH Act of 2009

On May 20, 2009, President Obama signed the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. The HEARTH Act amends and reauthorizes the McKinney-Vento Homeless Assistance Act with substantial changes, including:

  • A consolidation of HUD’s competitive grant programs;
  • The creation of a Rural Housing Stability Assistance Program;
  • A change in HUD’s definition of homelessness and chronic homelessness;
  • A simplified match requirement;
  • An increase in prevention resources; and,
  • An increase in emphasis on performance.
