The Vermont Coalition to End Homelessness seeks to ensure that people living in Vermont have a safe, stable, affordable home, and — if homelessness does occur — it is brief, rare, and non-recurring and those experiencing homelessness are treated with dignity and respect.

These documents include the CoC Application and the Project Priority Listing (project list and ranking) for HUD’s FY24 Continuum of Care (CoC) Program Funding. The VT-500 – Vermont Balance of State Continuum of Care (VT BoS CoC) Preliminary Project Priority Listing (project list and ranking) for HUD’s FY24 Continuum of Care (CoC) Program Funding is now available. View HERE.

Updated Renewal Application Deadline for 2024 HUD Continuum of Care (CoC) NOFO

Monday September 9, 2024

HUD released 2024 CoC Competition Notice of Funding Opportunity (NOFO) and ESNAPS, HUD’s web-based application system, is open. The updated due date for Renewal applications is September 18. If you have an existing project funded by CoC or DV funds that will end in calendar year 2025 (1/1/25 – 12/31/25), you will need to apply to renew it. See the recently HUD-posted 2024 Grant Inventory Worksheet (GIW) for more information on your grant, including the increased amount due to increases in the 2024 Fair Market Rent (FMR) and HUD’s cost of living adjustments (COLA). 

Renewal Next Steps:  

  • Ensure at least two staff at your agency have access to eSnaps.
  • Use the Renewal App Guidance to complete your renewal application, including updating applicant profile, required documents and application language in eSnaps.  
  • Submit documents below (in sub-bullets) by 4p on 9/6/24 to mshimko@hhav.org and cc abbymillerconsulting@gmail.com.
    • WITHOUT SUBMITTING IN ESNAPS: Export a completed version of your project application(s), including all attachments, to a PDF. 
    • CoC and DV renewal projects must also respond to the scoring and ranking prompts and attachment request. 
  • We will review and provide feedback ASAP, with instructions and a quick deadline for submitting updated applications.

  • Common Issues Encountered in e-snaps: Identify and resolve issues commonly encountered by e-snaps users that prevent them from proceeding. This document starts when an e-snaps user logs in and continues through the process until the application is submitted.

Additional Information:

  • If you import last year’s responses, please be sure to carefully review and update them as necessary to ensure that your application accurately represents the project.
  • Renewal applications must align with the current grant agreement. Significant changes to your project (e.g., population served, number of units and beds, major shifts in Budget Line Items (over 10%)) necessitate a replacement or reallocation. If your project is in that situation, let Molly know ASAP. 
  • Please be sure that the budget amounts you include in your application are aligned with your approved budget as shown on the 2024 GIW. You may shift less than 10 percent from one BLI to another BLI.
