New Materials/Information:
Family Unification Program Proposal
VSHA (and AHS) will present on their proposal to submit a Family Unification Program NOFA for up to an additional 100 statewide vouchers (VSHA is currently awarded 300 FUP vouchers).
VSHA and AHS intend to use this sample HUD MOU as a template to detail general expectations for each entity. The following language will need to be approved by VCEH to meet minimum threshold requirements of the NOFA:
The Vermont Balance of State CoC is committed to cooperate with and assist the PHA (Vermont State Housing Authority) and PCWA (VT Agency of Human Services) to fulfill each of the following responsibilities:
a) Integrate the prioritization and referral process for FUP-eligible youth into the CoC’s coordinated entry process.
b) Identify services to be provided using CoC program funds to families and youth who qualify for CoC program assistance.
c) Participate in regular meetings conducted by the PHA and PCWA (at least quarterly).
d) Comply with the provisions of the MOU.
Project Scoring and Ranking – VOTE WARNED FOR JULY MEETING:
As Collaborative Applicant on behalf of the VT BoS CoC, the VT State Housing Authority recommends that the VCEH CoC Board vote on the following in preparation for the pending release of the FY2018 CoC NOFA:
The VCEH/VT BoS CoC Board votes to accept last year’s Project Scoring Tool and Ranking Policy for the upcoming FY2018 CoC NOFA submission with only minor edits, including:
- Change “Project Ranking Team” to “Project Ranking Committee”
- Remove “VT AHS” as a member to meet HUD requirements of an unbiased ranking process (i.e. Coordinated Entry)
- Add “United Ways of Vermont” (MaryEllen Mendl) as a new committee member to ensure an odd number of votes in the event of a tie
- VCEH CoC Board approves for the Executive Committee (Co-Chairs, Treasurer and Secretary) to make any minor changes that are required/needed in order to maintain a competitive NOFA submission to HUD – VCEH CoC membership will be informed of any changes in a timely manner
