REQUEST FOR PROPOSALS
For the
Vermont Coalition to End Homelessness
The Vermont Coalition to End Homelessness (VCEH) is seeking proposals from qualified applicants to assist with the development and implementation of a comprehensive training curricula for housing/homelessness service providers within the next 6 month period (July – December 2020) and to be available moving forward. The successful applicant will work with VCEH, the Agency of Human Services, the Office of Economic Opportunity, and local housing/homelessness providers on this project.

Timeline of Work
• July 1 – August 31st 75% of curricula created
• October 31 final 25% curricula created
• December 1 materials will be recorded/archived for ongoing use

Eligible Entities
Non-Profit Organizations, For-Profit Corporations, State or Local Government, and Institutes of Higher Learning.
Statement of Purpose
The purpose of this Request for Proposals (RFP) is to obtain proposals from eligible and qualified entities to aid the Vermont Coalition to End Homelessness to:
- Create a training development timeline that names the training modules to be developed and implemented over the course of this contract and establishes design teams for each training.
- VCEH, AHS, and OEO will collaborate with the applicant on developing the comprehensive training curricula.
- The applicant will compile input from local housing/homelessness providers as subject matter experts in the development of these modules.
- Lead a collaborative design process of training modules that includes diverse ways to engage trainees, interactive learning tasks, and both online and offline learning opportunities. This may include webinars, micro-learning options, use of text or email, and engaging self-guided learning opportunities.
- Produce the finished product, to include ready-to-use materials for facilitators and participants. This includes the ability to have materials available online through the VCEH and AHS platforms.
Training Module Topics include, but are not limited to:
- Coordinated Entry & Assessment
- Housing Problem Solving (Diversion, Rapid Exit, Rapid Resolution)
- Housing Search – Placement – Advocacy
- Housing Application Support
- Addressing Housing Barriers
- Client Education
- Working with Public Housing Authorities
- Housing First, Relationship Building
- Eviction Prevention
- Case Coordination
A successful applicant will have familiarity with Adult Learning Techniques and/or direct working knowledge of creating various types of in person and online learning materials. Knowledge of social service best practices and Vermont housing systems is not required but would be beneficial. Information for training topics will be provided. Ability to contract with the Vermont Coalition to End Homeless, its Fiscal Agent (Capstone Community Action), and Funder (Agency of Human Services – Office of Economic Opportunity).
