The Vermont Coalition to End Homelessness seeks to ensure that people living in Vermont have a safe, stable, affordable home, and — if homelessness does occur — it is brief, rare, and non-recurring and those experiencing homelessness are treated with dignity and respect.
On December 30, 2019, VA’s Grant and Per Diem (GPD) Program published a Per Diem Only (PDO) NOFA in the Federal Register. This NOFA provides funding opportunities for eligible organizations to provide transitional housing beds and/or service centers for Veterans who are homeless or at risk for becoming homeless. This NOFA is competitive and interested applicants are urged to closely review the NOFA and associated technical assistance materials provided on the GPD website at https://www.va.gov/HOMELESS/GPD.asp. Technical assistance products include two pre-recorded webinars that will inform applicants, VA staff, Continuums of Care and other stakeholders about the NOFA, how to apply and the GPD transitional housing models and service centers.
Awards are for services to begin October 1, 2020. Current awards for all PDO grantees expire on September 30, 2020. Applicants wishing to continue receiving per diem funds after this date would need to successfully apply under the FY 2020 NOFA. The application deadline is March 2, 2020 by 4pm eastern.
NOTE: We anticipate that a separate Transition In Place (TIP) NOFA will be published in the upcoming weeks. Applicants interested in TIP funding would have the opportunity to apply once the TIP NOFA publishes in the Federal Register.
