Geoff Ayers, AmeriCorps VISTA at the Department of Mental Health, has sent along his notes of the Youth Count Process study from the Urban Institute. The youth counts implemented by the pilot sites in the study were not uniform in their design, which gives Vermont the opportunity to look at strategies that worked and failed.
