Housing & Homelessness Alliance of Vermont

The Housing & Homelessness Alliance of is a merger of the Vermont Coalition to End Homelessness and the Vermont Affordable Housing Coalition, formed in 2023. This dynamic new organization builds on a long history of collaboration and shared goals and will have a stronger and more unified voice in the Statehouse, a larger staff with more capacity, and more stable and sustainable funding steams.

The Housing & Homelessness Alliance of Vermont also serves as the collaborative application to the Vermont Balance of State Continuum of Care (the VT BoS CoC), which is charged with managing HUD CoC activities such as the Homeless Management Information System and the annual Point in Time Count of those experiencing homelessness.

These two entities share staffing and committees and are dedicated to a common mission: to work toward a future in which all people living in Vermont have safe, stable, affordable homes and if homelessness occurs, it is brief, rare, and non-recurring. This includes the full spectrum of the affordable housing landscape, from rentals to homeownership, from shelter to subsidies and services, from new development to sustaining existing housing, and so much more.

History of Vermont Coalition to End Homelessness

The Vermont Coalition to End Homelessness was formed in 1993 as Vermont’s Balance of State Continuum of Care, serving all of Vermont except Chittenden County. The Coalition formed a partnership with eleven regional housing coalitions as well as with stakeholders like the Veterans Administration and the Vermont Agency of Human Services. In response to a multi-year strategic planning process, VCEH formed into two entities in 2022: the Vermont Coalition to End Homelessness, incorporating as a 501(c)(3) nonprofit, charged with helping to develop a strategic response to homelessness as well as developing robust training and education programming, and the Vermont Balance of State Continuum of Care.
