The Vermont Coalition to End Homelessness seeks to ensure that people living in Vermont have a safe, stable, affordable home, and — if homelessness does occur — it is brief, rare, and non-recurring and those experiencing homelessness are treated with dignity and respect.

Youth Homelessness Demonstration Program Projects Selected!

Vermont Youth Homelessness Demonstration Program Applications were due on May 13, 2019. Vermont Coalition for Runaway and Homeless Youth Programs was the only applicant to come through. The Selection Team then had 3 weeks to review the five project applications, provide feedback, and approve the projects for funding. During the Selection Team meeting on May 31, 2019 the Team approved all five projects to go forward with 3 items to address before application submission. (1) Match sources are available to be used. (2) Language for 16/17 emancipated minors. (3) Addressing the need for VAWA (Violence Against Women Act) training.

Youth Homelessness Demonstration Program Project brief explanation, approximate amounts, and locations for projects.

  1. Rapid Rehousing – $846,898 :about 29 rental assistance vouchers for 8 agencies with services for 6 agencies. ([with services] Addison County Parent Child Center, Northeast Kingdom Community Action, Northeast Kingdom Youth Services, Washington County Youth Service Bureau, Windsor County Youth Services, Youth Services, [without services] Capstone Community Action, Northwester Counseling and Support Services)
  2. Transitional Housing to Rapid Rehousing Joint Component – $478,616: Capacity for 8 households in Transitional Housing units (4 with Washington County Youth Service Bureau [Washington County] & 4 with Youth Services [Bellows Falls area]) with 6 Rapid Rehousing rental assistance vouchers.
  3. Short Term Diversion – Rapid Rehousing – $130,000 (to be used within the Balance of State) Up to 3 months at a time, to help youth maintain or stabilize housing and divert a young person from crisis housing or other longer-term housing support.
  4. Youth Housing Navigator (Support Services Only) –$262,440 Short-term case management support designed to quickly connect youth in crisis to permanent housing supports and/or resolve existing barriers to stable housing (Homeless Prevention Center, Northwester Counseling and Support Services, Northeast Kingdom Youth Services, Windsor County Youth Services).
  5. Landlord Liaison (Support Services Only) – $233,522 Landlord Liaisons will engage in community building activities that engage regional landlords and housing developers to increase availability and access to safe and affordable housing for youth (Addison County Parent Child Center, Northeast Kingdom Community Action, Northeast Kingdom Youth Services, Windsor County Youth Services).

Next Steps:

  • VCRHYP will work with Vermont State Housing Authority (Balance of State Collaborative Applicant), TAC (Technical Assistance Collaborative) and identified sub-recipients to secure Match funds and submit all applications to HUD (Housing and Urban Development) through the e-snaps portal by July 1, 2019.
  • The YHPPC (Youth Homeless Prevention Plan Committee) will be reconvening on Tuesday June 25, 2019 for Action Planning associated with the Coordinated Community Plan. 
  • Grant Agreements during the Month of August.
  • Project implementation October 1, 2019.
