VCEH/VT BoS CoC Community Feedback:
FY2018 CoC Program NOFA Application

The VT Balance of State Continuum of Care is seeking feedback from our VCEH CoC board, stakeholders and general membership on this year’s CoC Program Application:

  • Save-the-Date (September 5 * 1-2:30pm) – a community call to review the DRAFT
  • RSVP to daniel@vsha.org to receive a meeting invite with call-in info & the DRAFT
  • Please contact me to get a copy of the DRAFT if you are unable to participate in the call but still want to provide feedback to me via email
  • A final posting of the entire consolidated CoC application, including attachments and project priority listing, will be available for review on the VCEH website on 9/12/18 (keep an eye out for an email listserv notice)

Final comments may be sent to daniel@vsha.org before 11:00AM 9/14/18; with a submission to HUD, by VSHA on behalf of the VCEH/VT BoS CoC, shortly thereafter.

The VT-500 – Vermont Balance of State Continuum of Care (VT BoS CoC) Ranking Committee has reviewed all project applications that were submitted for consideration for FY18 Continuum of Care (CoC) Program Funding.

Vermont Coalition to End Homelessness (VT-500 Balance of State Continuum of Care)

FFY2018 HUD Continuum of Care Program – Notice of Funding Availability

REQUEST FOR PROPOSALS (RFP) – NEW AND RENEWAL PROJECTS

The Vermont Balance of State Continuum of Care (VT BoS CoC) is accepting proposal applications for projects to be funded by the U.S. Department of Housing & Urban Development (HUD) as part of the FFY2018 CoC Program Notice of Funding Availability.

Applications for projects to serve the VT BoS CoC geographic area (all counties in Vermont, except Chittenden) should address local housing and service needs, with a priority to serve vulnerable populations including individuals & families experiencing chronic homelessness, persons fleeing domestic violence, youth/young adults (18-24), families with children under 18, and Veterans.

Any and all eligible entities, including those that do not currently receive CoC Program funds, are encouraged to submit complete proposal applications (only one request per application) for any NEW and/or RENEWAL project with the following available funds:

  • $3,162,700; Existing CoC Projects – Renewal (currently funded FFY17 recipients)
  • $201,372; New or Expansion Projects – Reallocation funding (any eligible entity)
  • $201,884; New or Expansion Projects – Bonus funding (any eligible entity)
  • $162,411; New or Expansion Projects – DV Bonus funding (any eligible entity)

Complete applications must be submitted electronically to the Vermont State Housing Authority – Daniel Blankenship (daniel@vsha.org) before 4:00PM Friday, AUGUST 3, 2018.

CoC Project Ranking 

Please see below from the Vermont State Housing Authority (VSHA). As was discussed yesterday we will be voting on the project ranking policy and tool at our meeting on July 17, 2018.

As Collaborative Applicant on behalf of the VT BoS CoC, the VT State Housing Authority recommends that the VCEH CoC Board vote on the following in preparation for the pending release of the FY2018 CoC NOFA:

The VCEH/VT BoS CoC Board votes to accept last year’s Project Scoring Tool and Ranking Policy for the upcoming FY2018 CoC NOFA submission with only minor edits, including:

  • Change “Project Ranking Team” to “Project Ranking Committee”
  • Remove “VT AHS” as a member to meet HUD requirements of an unbiased ranking process (i.e. Coordinated Entry)
  • Add “United Ways of Vermont” (MaryEllen Mendl) as a new committee member to ensure an odd number of votes in the event of a tie
  • VCEH CoC Board approves for the Executive Committee (Co-Chairs, Treasurer and Secretary) to make any minor changes that are required/needed in order to maintain a competitive NOFA submission to HUD – VCEH CoC membership will be informed of any changes in a timely manner​
