Sept. 12, 2022 VCEH Publishes RFP, Application, and Scoring Tool for Special NOFO
The Vermont Coalition to End Homelessness (on behalf of the Balance of State CoC) will be applying to HUD for Rural Set Aside funds made available as part of a competitive Continuum of Care Supplemental to Address Unsheltered and Rural Homelessness (Special NOFO).
In response to this special funding opportunity, VCEH has issued a Request for Proposals (RFP) for projects to be submitted for funding to HUD.

Special NOFO application deadline is 4:00pm ESD on Tuesday September 20, 2022.
Applications will be submitted to the Vermont Coalition to End Homelessness (VCEH), which serves as the “Collaborative Applicant” for the Vermont Balance of State Continuum of Care geographic area.
Applications from entities that have not previously been awarded CoC Program funds are welcome.
The Special NOFO application requires a Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs (aka Plan). The Plan will shape, limit, and prioritize what projects are selected by the VCEH committee to be included with the Special NOFO application.

The Vermont Coalition to End Homelessness (on behalf of the Balance of State CoC) will be applying to HUD forRural Set Aside funds made available as part of a competitive Continuum of Care Supplemental to Address Unsheltered and Rural Homelessness (Special NOFO).

The Special NOFO application requires a Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs(aka Plan). A Special NOFO Committee is drafting the Plan, which will be released on September 9th for comment. VCEH’s Special NOFO application to HUD will also include a list of projects put forward for funding consideration by HUD. Those projects will be solicited via a VCEH RFP also released on September 9th. Project applications will be due on September 20th, and they will then be reviewed and ranked by a VCEH committee. The Plan will shape, limit and prioritize what projects are selected by the VCEH committee to be included with the Special NOFO application. The Special NOFO application will be submitted to HUD on October 20th

On Monday, August 29th, the Special NOFO Committee hosted a meeting for input into the Plan and Ranking criteria. The Special NOFO Committee has drafted a scoring tool which will be used to select and prioritize project applications to submit to HUD for funding. The Committee requests feedback and input on the Scoring Tool and input on the Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs.
