REQUEST FOR PROPOSALS (RFP) – NEW AND RENEWAL PROJECTS

The Vermont Balance of State Continuum of Care (VT BoS CoC) is accepting proposal applications for projects to be funded by the U.S. Department of Housing & Urban Development (HUD) as part of the FFY2019 CoC Program Notice of Funding Availability (NOFA)

FY19 NOFA Summary from Technical Assistance Collaborative (TAC)

Applications for projects to serve the VT BoS CoC geographic area (all counties in Vermont, except Chittenden) should address local housing and service needs, with a priority to serve vulnerable populations including individuals & families experiencing chronic homelessness, persons fleeing domestic violence, youth/young adults (18-24), families with children under 18, and Veterans.

Any and all eligible entities, including those that do not currently receive CoC Program funds, are encouraged to submit complete proposal applications (only one request per application) for any NEW and/or RENEWAL project with the following available funds:

  • $3,568,157; Existing CoC Projects – Renewal (currently funded FFY18 recipients)
  • TBD; New or Expansion Projects – Reallocation funding (any eligible entity)
  • $178,408; New or Expansion Projects – Bonus funding (any eligible entity)
  • $157,991; New or Expansion Projects – DV Bonus funding (any eligible entity)

The Full Request For Proposals (RFP) for the VT-BoS CoC 500, includes the RFP, Timeline, & Application for NEW & RENEWAL projects. 

Complete applications must be submitted electronically to the Vermont State Housing Authority (Andrea Hurley: andrea@vsha.org) before 4:00PM Friday, AUGUST 16, 2019.

Applications will be scored via the following:

  • VT Balance of State Ranking Policies & Procedures
  • VT Balance of State Renewal Project Scoring Sheet
  • VT Balance of State New Project Scoring Sheet.

Any applicant whose project is rejected by the VCEH may appeal the decision directly to HUD, with a Solo Application in e-snaps, if the project applicant believes it was denied the opportunity to participate in the Vermont Balance of State CoC planning process in a reasonable manner.

As Collaborative Applicant on behalf of the VT BoS CoC, the VT State Housing Authority recommends that the VCEH CoC Board vote on the following for the CoC FFY NOFA19 through an online vote due July 22, 2019.

Proposed Changes:

  • NOFA Policies & Ranking Procedures
    1. Committee Member change from Brooke Jenkins from Good Samaritan Haven to Rob Farrell
  • Scoring Sheets (all changes are highlighted in red)
    1. New Applications:
      1. Decreased Points for Permanent Supportive Housing from 20 to 15 to reflect local CoC Priorities
    2. Renewal Applications
      1. Decreased Points for Permanent Supportive Housing from 20 to 15 to reflect local CoC Priorities
      2. Increased Point value for Part C. Performance from 48 to 58 to reflect HUDs increase in scoring
      3. Added “at exit” to the employment & non-employment to reflect change in HUDs criteria
      4. Adjusted the percentages for employment questions to reflect this change in looking at the data to ensure they are achievable benchmarks
      5. Decreased points for Part D. Target Population from 20 to 10 to give more points to Part C. Performance
      6. Moved category ‘youth’ down due to new Youth Homeless Development Program money for the CoC

 

Discussion that happened at the July 16, 2019 VCEH meeting regarding these changes: Decreased Points for Permanent Supportive Housing (PSH) from 20 to 15 to reflect local CoC Priorities

  1. Rapid Rehousing (RRH) is easier than Shelter + Care to match up to persons as there is a lower threshold.
  2. Service availability as well as the inability to ‘lease up’ for Rapid Rehousing is lacking making it hard to use currently.

  • “As part of the FFY2018 Continuum of Care Program funding cycle, HUD awarded the VT Balance of State CoC a new Rapid Rehousing Project ($163,909) that begins October 2019 to assist 13 households fleeing domestic and other violence.   As part of a collaboration with the VT Network Against Domestic & Sexual Violence, the VT State Housing Authority (VSHA) will administer rental assistance in partnership with Capstone Community Action which will serve Central Vermont (Lamoille, Orange and Washington Counties).”
  • “In preparation for the upcoming FFY2019 HUD CoC funding opportunity, the VT Balance of State CoC encourages eligible organizations (non-profits, PHAs, state/local government) to consider applying for a potential new Rapid Rehousing-DV project.  As CoC Collaborative Applicant, VSHA will provide technical support to any organization interested in submitting their own RRH project application to HUD.  Otherwise, VSHA may consider submitting another RRH-DV project application, to serve one or two areas within the VT BoS CoC, as long as sufficient services match can be identified for general case management.”

Priorities Discussion

  • NOFA – Break out for 10 minutes to talk about 2 topics: (1) Point-in-Time reflection. (2) CoC Funding Priorities (Persons on the phone were able to be muted and have a conversation as their own group)
    • Group 1:
      • Do a July PIT count to compare seasons.
      • More Unrestricted Funds.
    • Group 2:
      • The complexity of needs for our clients is higher and services are for these needs are underfunded.
      • Would like to see more information on ‘aging into homelessness’.
    • Group 3:
      • Permanent Supportive Housing developed has helped reduce numbers.
      • More Supportive Services Funded.
    • Group 4:
      • Cases are more complex.
      • There isn’t enough housing stock for those who are accepted into a rental assistance program and there are services available to them.
      • Would like to see more emphasis on Rapid Rehousing – we are able to implement this project much quicker than other projects.
      • Veterans PIT was very valuable as the numbers matched up really well to the statewide bi-name list and reinforced both the accuracy of their bi-name list and the PIT count for Veterans.
    • Group 5:
      • Subpopulations and the complexity of cases.
      • Veterans finding housing that is too high cost with just SS, challenges with Transportation.
      • More effort in doing mapping in each continuum on what is needed to build a stronger case to the legislature. (How would we do this, how can it be sustainable)
      • A refresher and possible update to the Vermont Housing Resource Chart.
      • Service capacity is a challenge.
    • Group 6: Phone:
      • There seems to be more couch surfing and doubling up, it would be good to see how counting the precariously housed changes the PIT count.
      • Lack of housing stock is causing returns to homelessness.
      • Elderly populations (not enough housing supports)
